Welcome!
The Workforce Housing Development Program manual and application are now available!
The Cumberland Plateau Company’s Workforce Housing Development Program (WHDP) is an initiative designed to address the growing shortage of affordable middle-income housing in Southwest Virginia — particularly the CPC service area of Buchanan, Dickenson, Russell, and Tazewell counties.
The Program will address skyrocketing real estate prices and regional affordability issues by constructing quality single-family homes with no markup for profit.
A pilot site is currently under development in the Town of Lebanon in Russell County; that home is projected to be finished and sold in December 2026/January 2027.
A second site — a planned community subdivision featuring 24 homes — is currently in the preliminary development stages. This subdivision will be built in the Southern Gap Development Area of Buchanan County. The first units on that site are expected to be finished and sold in Summer 2027.
